hmm.. you are right (of course)- appologies to Ryan for the confusion.
 
what was all the fuss about not being able to include metadata inline in GeoSciML document then ?
I could swear it was because metadata schema was based on GML 3.2 so we ended up with this "by reference" only scheme.

Incorrect - GML 3.2 has a different namespace to GML 3.1, so you can mix
them in the same document.
