[Auscope-geosciml] Resolver use case

I'm writing the resolver use case and the more I dig in the details, the more I find road blocks. I think the first document I will submit to the group is a discussion document, where I expose many of the issues I found (I'm at #12) that should be addressed before we write any useful use case.
One thing I want to push to the group is the codeSpace="urn:ietf:rfc:2141" vs codeSpace="www.cgi-iugs.org/uri". I vaguely remember that we should now use the latter.

Attach an identifier to a GML-encoded feature or object using gml:identifier (GML 3.2 and later) or gml:name (GML 3.1 and earlier) using the following pattern:

http://www.cgi-iugs.org/uri is the address of the CGI URN resolver, as specified in RFC 5138.
The RFC 5138 says that there is a URN at this location (http://www.cgi-iugs.org/uri) which by the way does not work anymore, but it does not say that the codeSpace must contain the url of the resolver. In other words, are we using this url in the codeSpace just as a flag, or to indicate where the resolver is. The fact that this url does not anymore is a good demonstration of the issue here, isn't it ?
