This should improve interoperability by simplifying the types of data 
that clients need to support for each property.

Would making a property optional be sufficient to indicate missing data? 
I hope so. Encode what you have. Less filler, more beef (fish for Simon).

At the moment there is a rich (perhaps even baroque) selection of 
missing/withheld/... term values.
