[auscope-geosciml] CGI_Term/value should be nillable?

I don't see how value can be nillable as that is the principal information CGI_Term is delivering. There has been no decision yet on the future of CGI_Value and its children as far as I am aware - I think this is one of the things that needs to be decided in Edinburgh.
