What is the practice for the UCUM http-URIs for percent, given that it has
to be percent encoded?

Do we use the percent percent encoding ?
    http://www.opengis.net/def/uom/UCUM/0/%25

Or we revert to the full name?
    http://www.opengis.net/def/uom/UCUM/0/percent
