The percent-encoding is a requirement when you embed it in an XML document.
I.e. it is introduced by the XML layer, and does not change the URI.
You definitely should not change the URI in any other way.
The OGC spec specifies use of the c/s encoding, so that’s what you must use.

What is the practice for the UCUM http-URIs for percent, given that it has to be percent encoded?

Do we use the percent percent encoding ?
    http://www.opengis.net/def/uom/UCUM/0/%25

Or we revert to the full name?
    http://www.opengis.net/def/uom/UCUM/0/percent
