[GeoSciML] Resolving cgi vocabulary terms

Just reviewing the Delaware service for the OneGeology portal.

They are using GeoSciML-Portrayal schema and have used terms like:

http://resource.geosciml.org/classifier/cgi/lithology/sand and http://resource.geosciml.org/classifier/cgi/stratigraphicrank/formation

These terms don't currently resolve, should they? or should they be using terms like:

http://resource.geosciml.org/classifier/cgi/lithology/0228 and http://resource.geosciml.org/classifier/cgi/stratigraphicrank/0003 (respectively)
