[GeoSciML] collection.xsd - one problem solved [SEC=UNCLASSIFIED]

Hi all,

One of the apparent problems with the v3.1 collection.xsd schema identified in St Petersburg is not a real problem - it turns out that the hyperlink on the http://schemas.geoscim.org web page that should have pointed to the v3.1 Collection schema directory was incorrectly pointing to the v3.0 directory.  The v3.1 collection.xsd file was correctly located and there would have been no adverse affects on any v3.1 services.
