[GeoSciML] OWL from GeoSciML 3.2

Ok guys, I just gave it a (naïve) shot.  As discussed in Vancouver, Just made a couple of changes to a existing config file and launch ShapeChange

Now I suppose the real work starts.  In an ideal world, this should generate the OWL we originally expected with less manual edits that v4.  Not sure how to proceed to test this assumption.
